is the founder of the Panzi Hospital in the Democratic Republic of the Congo caring and advocating for survivors of sexual violence He is one of five finalists for the Aurora Prize for Awakening Humanity which is awarded annually in Yerevan Armenia on behalf of the survivors of the Armenian Genocide and in gratitude to their saviors This year’s ceremony will be held on May 28 Rape is not just a physical violent act perpetrated against one victim It is an assault on humanity The victim suffers not just from physical trauma but the lingering effects of psychological violation That after all is the purpose of rape at a time of war Rape destroys the will to live it paralyzes victims their families and entire communities Rape is a cost-effective way to establish power over the vanquished With each woman or girl who is attacked a family is ruined In eastern Congo many thousands of families have been devastated This crisis threatens to destroy the very fabric of our society leaving us torn to shreds subdued and crushed I am a surgeon certainly but I am a womens rights advocate as well More and more I realize that I am a human rights advocate perhaps that above all else Many years before the war I realized maternal health and mortality should be protected Families become consumed by sadness on what should be the happiest day of their lives all because they do not have access to basic medical care and support The developed world often takes access to medical services and facilities for granted In Congo these necessities are all too often unavailable And so I chose a profession that would help me help them But the war changed everything In 1996 we fled to Bukavu We founded Panzi Hospital in 1999 It was smaller and had fewer resources but I thought I could resume my work I tried But the war had changed everything In three months I treated 45 victims of the most brutal kind of sexual assault My patients were survivors of rape most often gang-raped beaten physically and mentally battered The women who came to me ranged from young children to an 80-year-old woman They all believed they had no reason to live The 80-year-old woman who had been gang-raped asked me "Why didnt you just let me die" Imagine you have been raped in front of your family your children your community; how can you ever recover I wanted to help her and all our patients that suffered such trauma The small hospital was insufficient to tackle the scale of the violence We established our holistic healing model that today has helped more than 50000 survivors of sexualized violence We began by treating their physical wounds But as more and more women shared their horrors we started to see that the wounds went far deeper than those we could treat physically We hired a psychologist We had to help women start to find a way back from their ordeal We help younger survivors resume their education while older women are provided vocational training and support to help them provide for themselves to feed their children and put a roof over their heads We see these women fight back from the brink They find power within themselves They fight for the rights of their children and their community They want justice We have since helped them with legal assistance We see these women transform from victims and survivors into activists In 2011 the American Journal of Public Health revealed that 48 women and girls aged 15 to 49 were raped each hour in a single province of Congo That is more than 1000 women and girls each day In Congo without political and economic stability this scourge of rape threatens to destroy more families more communities Our goal is to increase protections for women and to advocate that those responsible for sexual violence be brought to justice including the Congolese government and militia groups laying siege to the eastern part of our country The Congolese government has responsibility to listen to the voices of civil society to negotiate a path to peace in good faith and to eradicate corruption The Congolese government must be held responsible for the exploitation of our natural resources and the negative economic impact this ongoing conflict has on the Congolese people Sexual violence has been accepted as part of this conflict for too long That must change We have an international consensus against the use of nuclear weapons and against chemical and biological weapons and against torture Since 1919 international law has recognized that rape as a weapon of war must end And yet it continues as a cheap effective tool of war Making the bodies of women and children the battlefields As human beings and governments we need to say if you win a war by destroying women the international community will never accept you as a "very live threat" to the British-ruled Falkland Islands Britains defense minister warned on Tuesday as he announced plans to increase security spending on the South Atlantic islands to counter Argentina’s attempts to improve its military Michael Fallon told Parliament the government planned to spend 180 million ($268 million) over the next 10 years to boost the security of the islands as part of a defense review although the level of military and civilian personnel involved would remain at around 1200 "The principle threat to the islands remains" he told legislators "I am confident that following this review we have the right deployment" The minister’s announcement comes as Argentina has been trying to upgrade its military capabilities It has looked at buying new warplanes and has signed a co-operation deal with Russia that could result in it leasing Russian bombers in return for beef exports Argentina has always claimed sovereignty over the islands which it calls Las Malvinas Britain has ruled there for almost two centuries and the overwhelming majority of the 3000 inhabitants are of British descent Successive governments in London have insisted that it is up to retaliate for Britains support of sanctions In Argentina the sovereignty question is one that is guaranteed to unite public opinion Successive governments have opted to press the Malvinas button as a way of diverting attention from more divisive domestic issues Among the headaches currently confronting President Fernández de Kirchner is the continuing fallout from the mysterious fatal shooting of Argentine federal prosecutor Alberto Nisman in January The ruling Argentine junta that ordered the 1982 invasion was at the time floundering economically and facing growing civilian opposition to six years of military rule Seizing the islands was hugely popular and temporarily quelled the internal unrest The generals were spurred to their military adventure by their assessment that Britain had lost interest in the islands and would not act to recover them It turned out to be a bad bet The juntas confidence stemmed in part from defence cuts by Prime Minister Margaret Thatchers government that included suspending periodic submarine patrols of South Atlantic waters These were never publicised but London always made sure the Argentines knew about them When the islands were seized however Thatcher responded by dispatching a task force of more than 120 warships and merchant vessels and thousands of soldiers and special forces US President Ronald Reagan risked alienating his Latin American partners by giving back-up support to his British ally The two sides lost more than 900 men between them in a 74-day conflict that saw ships sunk on both sides The war spelled the end of the junta soon to be replaced by a democratic government and sealed Thatchers domestic popularity as "the Iron Lady" Britain and the juntas successors agreed that the issue would not be resolved by force However diplomatic efforts to resolve it have come to nothing particularly after all but three Falklands voters opted to retain the link with Britain in a 2013 referendum Recently however Argentine leaders have ramped up the rhetoric President Fernández de Kirchner has referred to the islanders as "squatters" while according to her foreign minister Héctor Timerman they are "non-people" Britain has also been accused of maintaining its control of the islands in order to exploit disputed oil reserves and extend its strategic hold on the South Atlantic and Antartica What remains an open question is whether Argentina would actually be tempted to mount a second invasion and how Britain would respond If Argentina managed to upgrade its air force with help from the Russians or others it would have a theoretical window of opportunity to strike before a new British carrier force enters operation in 2020 In the meantime Britain is relying on improved missile and air defences to deter any aggression Lawrence Freedman a war studies professor and Britains official historian of the Falklands War doubts Argentinas ability to mount a new invasion "President Kirchner plays the nationalist card but basically the country is broke" he says Any Russian bombers that the Argentines acquired could in theory be used to bomb the runway at the Mount Pleasant military base south of Port Stanley "The only way to neutralize that would be a surprise attack Its not easy and youd need a skilled operation" says Freedman If against the odds Argentina managed to follow up with a troop invasion "then there would be a problem" But he believed the modern air defences available would deter any such aggression "It would be quite a gamble for Argentina and their forces have not been
